3199 #207, fine, on VF cover with hand struck HELD FOR POSTAGE in circle and New York City MAY 4, 1883 ellipse killer.  Stamp is cancelled MAY 8.  Cover reverse bears a VF pink post office forwarding label (enlargement).  Originally "held for postage" at New York as short paid, and now forwarded.

3197 #178, VF SE, #156, SE, faults, tied by 2 fine strikes of FREE hand stamp, late use of stampless marking, with CONCORD, MINN postmark (DPO Dodge Cty, 1856-1906, Helbock 3) on fine cover, small reduction at right. Scarce.
